Brief Synopsis

Greater Manchester County Fire Service (GMCFS) were called to an incident by the ambulance service at approximately 13:58 on the 5th September 1999, where a 15-year-old boy was missing at a lake (Simons Lodge) in Redisher Woods near Bury, Manchester (Almond, 1999).

The retained duty system (RDS) Sub Officer (SubO) entered the water with a rope tied around his waist and tried to rescue the boy. The rope, it was understood, became snagged around underwater obstructions (branches) and SubO Paul Metcalf subsequently drowned. The boy who also drowned had been missing for at least 30 minutes before the SubO entered the water (BBC, 2004 and FBU, 2004).
